Senator Haynes first entered public service as a Commissioner for the City of Goodlettsville and he served from 1976 until 1988, completing his tenure as Vice-Mayor from 1986 to 1988. Senator Haynes began serving the City of Goodlettsville as City Attorney in 1990, a position he held at the time of his passing.

Senator Haynes was renowned as a dedicated and well-informed legislator who always worked diligently on behalf of the good people of the 20th Senate District. He was a prominent and highly influential figure in the political, social, and civic lives of his community, and as a city commissioner and legislator, he served his constituents with compassion, respect, and dignity.

The City of Goodlettsville Board of Commissioners has proclaimed Saturday, March 31, 2018 as Senator Joe Haynes Day. As Mayor Jeff Duncan stated, “This is a small gesture to recognize an individual with that volume of public service.”
